Actually, that is incorrect.
The XML prolog _must_ be lowercase. That is especially critical for
encoding detection:
http://www.w3.org/TR/2000/REC-xml-20001006#sec-guessing
So the correct prolog must start with "<?xml" and not "<?XML".
And then, the presence of the DOCTYPE is only a validity requirement,
not a well-formedness requirement, but this thread already has gone way
too much off topic.
