Are they any problems with this approach?

After the autobuilder is finished, the maintainer could merge the new
entry into their tree, as appropriate.

The autobuilder tree could have the rule "only the autobuilder should
commit to this branch" so it should never encounter conflicts.

To lock the file seems ugly IMHO, it means the maintainer can't make
any changes until the autobuilder is finished.

Its not just a matter of locking one file either, I think the entire
project would have to be locked against commits.
