I think everybody would second this (self included) because that just
punts the question to "Yeah, but what is a major revision"

So far, we've been flexible on syntax additions, and held off on
syntax revisions/deletions until shortly before a middle version bump
(1.1 to 1.2)

I think this is a minor (for now) growing pains that says that some day
separate mainline and development lines will be a really good idea

Right now though, arch really benefits from having only one line of
development. The project is able to turn on a dime (remember the speed
with which signatures went in?)
