"back to" who's kidding who?

The development model for arch/larch/tla for the last 2.5-3 years has
been:

  while 1:
    sleep() /* project sits stale - people fix bugs, submit patches for
             * new features; patches sit around in personal archives
             * unmerged
             */
    third_party_work() /* someone steps forward and tries running
                        * forward with the project--merging patches
                        * so that end users don't have to piece together
                        * all the bug fixes and features they need
                        */
    tom_awakes() /* flame war ensues */
    tom_works() /* like mad, leaving third_party in dust, but not
                 * without leaving plenty of lose ends and todos
                 */
    continue

tell me more about forward progress...
