Did tla 1.3 upgrade the stringency of revlib corruption checking?
This would be my best guess.  It seems apparent that the revlib was
corrupt, but the patch was fine.

I wonder if deleting revlibs or running some sort of checker should
become standard tla upgrade instructions.
