[Gnu-arch-users] SigningRules testable

Thanks very much for the feedback on the signing rules out there.

There is now a usable prototype of this in
address@hidden/bazaar--devo--1.3. Right now it supports:
[signing]
when_unsigned=
allowed_ids=
allowed_fingerprints=
gpg_command=
gpg_options=

There is also a new command 'change-archive' that will convert archives
from unsigned to signed in a single step (and vice verca).
