Cool, I didn't know that. The gzip manpage does not mention 'window'
issues. Is there a way to increase the gzip window, perhaps with -9?
Or a way for arch to request a larger window (to a reasonable extent)
based on the size of the data?

Well, bzip2's window is directly related to the -# flag.
-1 = 100k
-9 = 900k

I think with gzip it is mostly fixed, the - flag just changes how hard
it looks. But I don't think we are directly invoking gzip to change the
level.
