   You can't make the assumption that someone has read this message
   (and agreed to it!) before they send their patch.  If the licence
   isn't clear from the contribution, you need to bounce the patch
   with a "please clarify licence; we only accept GPLv2+later"
   comment.

No such thing is needed, tla is licensed under GPLv2 or later, and any
modifications made to tla will automatically be licensed under the
same license; in this case GPLv2 or later.  You agree to this as soon
as you modify the program.  See section 5, and section 2(b) of the GPL
version 2.
