I support the idea of using (a restricted subset of ) latex (or
lyx). Yes, it is lacking in the department of sematics, however, it
probably have (barely) enough sematics to express a technical
document. The advantages are:

- known by a large group of people;
- good print result;
- has adequate converters to other formats.
- actively used by large projects (python) so we are not alone;
- source is somewhat readable/hackable to untrained people, much
better than any XML based format anyway;
