This is the 1.3 release of wtf.el, which is a lookup tool for
conversational and computing acronyms.

Changes since wtf.el 1.2:
 - Add a few terms from NetBSD upstream.
 - Add a few custom terms from conversations.
 - Use a better algorithm for upcasing initial letters in acronym
   definitions.
