I think that will always be 0, nowadays. However, in the past there
were platforms on which asynch subprocesses did not work, and
start-process was not defined on those platforms.
Well, this code was added on Jan 15 1996, to deal with MS-DOS printing. If MS-DOS plataform is no more supported, this code could be changed.
