When the 'LANG' and 'LC_NUMERIC' environment variables (see [1]) are
different, the installed scripts will crash on those locales that put a comma
as a decimal separator! For example when 'LANG' was English (or C), but
'LC_NUMERIC' was Spanish.

This was reported by Teet Kuutma, due to a crash in the 'make check' phase.
