I was able to start the designer on my Mandrake 9.0 by doing the following :

- install egenix-mx-base from 
http://www.egenix.com/files/python/eGenix-mx-Extensions.html#Download-mxBASE
- unpack Forms, Designer, and Common
- install them with "setup.py install" as root

(I had to do it twice because the first time it didn't find forms.GFConfig)
