I get the same error message for every mail I send to this list. I think
this person's mail setup is broken.

This means that the psycopg driver can't be loaded. Is it possible that
you have several versions of Python installed, and GNUe uses the wrong
version?

Remote diagnostics seems hard here, especially as none of the core
developers uses Fedora (AFAICT). Would you see any chance to join us at
irc.freenode.net channel #gnuenterprise? We could then try to do some
more detailed diagnostics.
