I've put it up at http://www.uni-bonn.de/~uzsxtn/arend_3_3.7.
I have omitted the changes resulting in configure, as this would make
the patch unnescessary large. So please re-run autoconf after applying
it.

- new flags dragons_known and is_territorial_influence in influence_data
