OK, I've set up a mirror of the gnugo devel page at
http://evand.rh.ncsu.edu/~evand/gnugo/software/gnugo/devel.html

This is from the html cvs.  I'll update it whenever I notice emails about
patches and the like, so at least for now there's a good chance it's more
up to date than the official page.  If problems persist, I can potentially
set up a script to keep it up to date regularly.
