This patch has quite a big breakage, 28 passes and 57 fails compared
to CVS, so something is probably broken. I've added it to CVS but with
the new cache disabled for connection and semeai (i.e. effectively
most of the patch disabled).

Due to the nature of the various types of reading it's fairly clear
that owl and semeai are generally more expensive than connections,
which in turn are more expensive than tactical reading. I'm unsure
whether break_in is similar to connections or somewhat more expensive.
