Indeed
Though, it needs more testing, so far the only encoding problem I
encountered is demonstrated by:

$ lilypond-git-guile-2.2 filename_名字.ly
GNU LilyPond 2.19.57
warning: cannot find file: `filename_??????.ly'
fatal error: failed files: "filename_??????.ly"
