Here is the weird parts,
Windows 10 character Map (charmap) application also displayed the
U+24D0 & U+24C0 as x character which enclosed by box.
My best guess are the emacs compilation that are available on
sourceforge is using old mingw x64 compiler which doesn't get affected
by recent windows api update?.
Somehow my self compilation is using newer mingw x64 windows api which
is also affected by the recent windows update?.

Switching the default fontset into readable U+24D0 & U+24C0 on charmap
is working wonder, for example windows font that has most unicode
characters are "Segoe UI Symbol" & "Aria Unicode MS".

Another possible cause would be somehow there is a reading corruption
when in the process of reading "Source Code Pro" font file. I have
posted my inquiries/issues in the source code pro github.

Hopefully it just on their end.
