You want to edit your dbconfig file for the "database" in question.  Those
fields should appear in there, and you should be able to comment them out as
you please.  If I'm not mistaken, Gnatsweb will pick up on these changes on
its own...

I've installed Gnatsweb v3.99.2 and Gnats v4.0-beta1. I'd like to customize
them to remove several of the data fields. For example for my needs I don't
need both severity and priority, neither do I need the quarter field.

How should I go about removing these from both gnats and gnatsweb?
