Help: Gnats Customization

I've found that I can customize the dbconfig file to add
and remove fields as long as the notify-about-expired-prs is
set to false. However if I set this to true when I submit a pr
via gnatsweb I get an error "Unparsable replay from gnatsd."

To add and remove fields correctly, is  the dbconfig.in
file in the gnats installation directory the one I should be
editing instead of the dbconfig file in the gnats database?
