[i've never used gnats 3.x, so this may only apply to 4.0]

afaik, gnats does not, per se, support import/export of PRs.  however,
since PRs are just text files, you could simply copy the file from a
directory in database A to a directory in database B.

in order to do this w/o utterly confusing the system, you could follow
this recipe:

*) add a new dummy PR to database B, in whatever category you want the
imported PR to be in.

*) copy the file from database A on top of the file for the dummy PR.

*) edit the file, changing the PR number, the category, and any other
field that needs to be changed to bring it in line with the new database.

*) re-index database B.

*) optionally, delete the PR from database A.

i've never actually done this (although i have done very similar
things), so i might be missing a step.  i would encourage you to try
this on a test system first...
