installatin problem

I am using gnats-3.999.1 and having trouble in setting
up.

The instructions at
http://www.gnu.org/software/gnats/doc/4_0_beta1/gnats_3.html#SEC39

says one needs to be root to 'make install' and login
as user gnats to 'mkdb default'

I did root part without problem.
There is an error when 'mkdb default' is executed,
saying
/usr/local/com/gnatsdb not exist.

I wonder should I create /usr/local/com and 
/usr/local/com/gnatsdb as root?
