Gnats user authentication

I just downloaded the CVS version of the GNATs code. It seems
to have a difference from the '3.999.1' version that I had FTP'd
earlier in terms of how users are authenticated.

If we have the following line in the gnatsd.user_access (this used
to be gnatsd.access):

*:*:view:

then it does not respect the '*' in the password. So, one has to
do the following:

*:$0$*:view:

Anyone knows what's going on?
