Probably trying to get around having to use delete-pr or pr-edit,
right, on account of the annoying email messages and prompts?  When I
know I have to delete a ton of PR's (spam, otherwise), I generally
edit dbconfig so that no emails get sent out during that operation.  I
perform the --delete-pr operation and then move the old dbconfig back
in place.

You need to move aside (or delete) the old index file and create a new
one.  Make sure you specify an outfile to gen-index or redirect the
stdout.

        $ gen-index -d DATABASE -o DBPATH/gnats-db/gnats-adm/index

Only if you're using Mel's Oracle port, but it doesn't sound like you
are.  GNU GNATS isn't SQL-based, it's file based with its own special
query and index engines.
