Understood. Then I used (to match my previous setup) :

DEFAULT         Auth-Type = Local, Password-Location = SQL, Acct-Type = SQL
                Service-Type = Login-User

I get "Login incorrect".

I use the user 484 having password 999 with an "unpatched" radius 1.2.95
(meaning I run the original radius server).

Here are the traces :

It seems that my password is still unrecognized (same behaviour as when I used
Auth-Type= SQL). Do you have any idea for investigating ? The "rule trace"
points on the only line present in the user file, given in the mail.
