Look at the last paragraph in the README file in the GNU make
distribution.
All will be made clear!
Paul Eggert has contributed a great enhancement which allows you to
disable subsecond resolution on a per-target basis, rather than for the
entire file, and archives are so disabled by default.
Someday I'll make another release...
