[help-texinfo] Active hyperlinks in PDF and DVI output

Hi

I'm enjoying using Texinfo for the first time in a while!

The PDF GNU manuals all have cross references and hyperlinks that are
coloured red.

When I generate PDFs, my cross references are fine but they are not
hyperlinks.

I can't find this documented or mentioned in the release notes as a new
feature. (I'm on 4.13 and using the latest texinfo macro file.)

Please tell me how to make the cross references hyperlinks.
