Have you considered the following:
For each project, there is a separate user id and a separate
group id, e.g.
Project foo: user "foouser" w/ primary group "foogroup"
Project bar: user "baruser" w/ primary group "bargroup"
etc.
Then use CVSROOT/passwd to map individual CVS user names
to UNIX user names, e.g.
joe:passwdhere:baruser
