Your CVSROOT/passwd file is incorrectly formatted (it is *NOT* the same
as /etc/passwd).  The format is:

        user:password[:user to run as]

Your CVSROOT/passwd is something like:

        root:xcviyusdf:11424

so CVS is trying to run as user "11424" which doesn't exist.

Also, it's a very bad idea to use CVS as "root".
