It's impossible to tell -- your scripts are hiding too many important
details.  Why do you think you need scripts to do checkout and checkin? 
Why are you locking revisions?  It looks to me like you're trying too
hard to get CVS to behave the way you think it should without
understanding how it wants to behave first.
