This is the classic RCS-functionality. On Windows you can try
CS-RCS PRO which is free for personell use.

You need to ask yourself why you want strict locking.  Most (if not all)
locking
issues are taken care of by good developer communication.  The
edit/watch/notify
features in CVS help communication.
