Not to be critical, but I'm wondering if this isn't the root of the problem,
not CVS. 

Your description gave me a serious case of deja vu. Developers had little
control over the development process, with outside pressures (i.e. PHBs) and
crises (theirs) driving events. For us version control hysteria was a side
effect, not the cause. 

I could be way off base here. Take it for what it's worth.
