Have you looked at the "reserved edit" patches
available at SourceForge/RCVS?  Although they don't
give you reserved locks, they do give you advisory
locks.  If all users put "edit -c" and "commit -c" in
their ~/.cvsrc files, and users don't override the
checks, you pretty much have the same control you'd
have with reserved locks.
