The problem is the date range doesn't seem to be working and I always get a list of everything in the directory.
I have tried many variations similar to this but it never seems to work.

cvs annotate is the command. Try to find a howto or get a book on cvs (I bought yesterday "Essential CVS" by Jennifer Vesperman (38 $) and it is a perfect source of information on how to work with cvs.
