Yes and no.
We have this problem with our own web site, and we solve it by:
* having all text in "include" files (separate to the "code")
* all database content also has a "language" field
* having "magic branches" for each language
Magic branches are a feature unique to CVSNT (free, GPL, Unix, Linux, Windows
etc).
This way the core parts of the site are common to all languages and only the
translated pages are effectively on a branch. In fact if a language hasn't
translated a page and that page is updated it continues to be updated on that
branch.
