Yes.  Simply untar it into your existing repository (after making sure
there are no naming conflicts, of course).  If the tarball includes the
CVSROOT administrative directory, you'll need to exclude it.  Then you
have to (manually) merge the contents of their modules file into your
existing modules file (likewise for all the other administrative files
if you have their CVSROOT directory in the tarball).
