Try setting SATHER_ENV to the full pathname of the appropriate 
LIBCHARS file - ferinstance on my machine I'd do :

SATHER_ENV=/home/jefu/try/languages/sather/resources/en_NZ/bin/LIBCHARS
export SATHER_ENV
