In a sense that they are stuck on early 2019 revision, yes.

I was not aware, that jami.net builds packages for testing release of Debian.  
I suspect that if they do, they would not hide it. ;-)

Does the installation of the build for the stable ‘buster’ fail on your testing 
‘bullseye’?
