Because I ~never use savannah.

I would have to disagree with you. :) The reason is that older versions of 
the NetBSD a.out toolchain had broken specs such that directly using the 
linker is the best option. The change is very similar to the way things are 
done for the default (CC) tag.

A modified version of this patch has been use in NetBSD pkgsrc for longer 
than I can remember.
