I got a reply from the Overseers, they turned down our request to use
their Bugzilla because they're not hosting anything else (like the CVS
repository) of Libtool on their system.  The only other people I can
think of who might lend us their Bugzilla would be the GNOME folk.

I've never used Gnats before; is it just a web interface or is there an
e-mail interface to it as well?  Can it send bug reports out via e-mail
to our existing -patches list so we can see them?
