I haven't used gnats in almost 10 years, but I gather it is much more useful
these days...

It has web and mail interfaces for reporting bugs, and querying the bug
database.  It would be easy to set up a mail alias that gives one copy of
each report to gnats, and another to the bug-libtool list.
