Most likely, that means libtool's commit script is sending with an empty
subject line, which probably means `cvs -nq up` (which gets the file list)
is choking.  I have had problems from savannah because of the -z3 argument
in my .cvsrc (something about an unknown compression method).  Removing
any -z arguments from cvs calls (and .cvsrc) should do the trick.
