It seems that on a "bare" system on which libtool has never been
installed, this error is produced during bootstrap:
autoreconf: Entering directory `.'
autoreconf: configure.ac: not using Gettext
autoreconf: running: aclocal --force -I m4
configure.ac:176: warning: LTVERSION_VERSION is m4_require'd but is
not m4_defun'd
configure.ac:176: LTVERSION_VERSION is required by...
m4/libtool.m4:73: LT_INIT is expanded from...
configure.ac:176: the top level
autoreconf: configure.ac: tracing
Copying the .m4 files from the m4 directory to their final home gets
around this problem.
