First off, welcome to this list.  Please do not top-post nor full-quote
here, also please do not reply to existing threads with new topics;
rather, start a new thread for a new topic, and keep on a thread for an
existing one.  Thank you.

Libtool has been ported to work on MinGW-w64, if that's what you mean.
As far as I know, MinGW-w64 works on Win7.  So yes, Libtool should work
on Win7-64 already.  But maybe you mean to run it in Cygwin; that also
should work on 64bit Windows.
