Sorry, I didn't explain clearly. I can figure out how to view all TOTOs
in non-out directories. But a "non-brilliant" person who wishes to
contribute probably doesn't. Furthermore, seeing a whole bunch of TODOs
flying by might not be very encouraging.

I propose that we move the "pick out something from our TODO list" option
into the "Brilliant hackers", instead of in the "But I am not brilliant!"
section.
