No, not really, they should run on any posix system where X Window runs!

...which should include Windows+Cygwin, but these graphical
applications that depend on gtk and qt toolkits are still a work in
progress.

That said, I could never have imagined that a contributor to the grand
public domain gutenburg project would run proprietary software :-)

Ghostview is a free postscript/pdf viewer.

That depends on what your requirements are, and how good you look.
And of course on the amount of resources you have for new project.
Starting a music notation software project is a very popular passtime,
very few get to a state comparable with LilyPond, Noteedit or
Rosegarden.

For example, LilyPond is available currently available for most
platforms, the free editors will most probably also run on Windows
within a year or two.

What version did you install?  Rerun setup and make sure that lilypond
is installed.  The type 1 fontse are installed in:

    /usr/share/lilypond/x.y.z/fonts/type1/
