I prefer 2. Item 1. (which seems to be the current algorithm) gives
very strange results.
Anyway, I really would like to have this user-controllable, something
like the equivalent to `\hspace 2cm plus 0.5cm minus 2mm' or `\hspace
2cm plus 1fil' as an argument to `betweensystemspace'.
