You should do whatever you think is best.  I would like to share a
thought and some information.  Before someone starts, she needs to
find out about lilypond, and be convinced that installing lilypond
and reading the tutorial is a good idea.

Below are some relative statistics of our web page.  The first page of
the tutorial gets 0.19% of the hits

    0.14% /doc/v2.4/Documentation/user/out-www/lilypond/Tutorial.html
    0.03% /doc/v2.4/Documentation/user/out-www/lilypond/Tutorial
    0.02% /doc/v2.5/Documentation/user/out-www/lilypond/Tutorial.html

The second page (where the tutorial actually starts), only gets 0.07%,
and so on

    0.07% /doc/v2.4/Documentation/user/out-www/lilypond/First-steps.html
    0.07% 
/doc/v2.4/Documentation/user/out-www/lilypond/Running-LilyPond-for-the-first-time.html
    0.05% /doc/v2.4/Documentation/user/out-www/lilypond/More-about-pitches.html

Comparing this to other parts of the website

    5.11% /web/
    0.48% /web/install/
    0.27% /web/switch/
    0.14% /web/switch/tour.html
    0.10% /web/switch/howto.html
    0.08% /web/about/automated-engraving/

would make me think twice about starting with the Tutorial.
