convert-ly toplevel_version

Could somebody remind me why convert-ly doesn't simply dump
the current version number in the file? I know this is deliberate,
but I can't think of the reason.
We definitely don't want to add a convert-ly rule for every
verison, but what would be the harm of changing the version
to @TOPLEVEL_VERSION@ ?
(this would simply the docs)
